Workshop on Democratic Transition and Security Sector Reform Concludes

The South Asia Center for Policy Studies (SACEPS), the Asia Pacific Center for Security Studies (APCSS), and the Center for Civil-Military Relations (CCMR) today concluded a one-week Workshop on Democratic Transition and Security Sector Reform in Kathmandu.  The program, focused on “National Security Strategy Development,” ran from July 16-20, 2007. 

Participants included representatives from the political parties, the Ministries of Defense and Home, the civil society and business communities, and members of the Nepal Army, the Nepal Police, and the Armed Police Force.  Professor Sridhar Khatri of SACEPS and Mr. John Feeley, Mr. Matt Vaccaro and Dr. Harold Trinkunas of CCMR acted as facilitators.

This is the third in a series of six workshops in Nepal conducted by SACEPS, APCSS, and CCMR.  A “Security Sector Reform and Democratic Transition” workshop occurred in August and September 2006, while a “Democratic Control of the Security Forces” workshop was held at the end of May 2007.

The purpose of this workshop was to build on the accomplishments and recommendations of the previous workshops in order to build a consensus on Nepal’s core values, national interests, and national objectives.  Findings and recommendations from the workshop will be presented to the Government of Nepal for its consideration.

The workshop was funded by the U.S. Government through the U.S. Embassy in Nepal.
